Introduction: T Levels are a new type of technical qualification that have been introduced in the United Kingdom to provide an alternative to traditional academic pathways. They aim to give young people the skills and knowledge they need to progress into employment, further education, or an apprenticeship. The government has recently announced that it will be expanding the eligibility criteria for T Level delivery, allowing providers with a Requires Improvement Ofsted rating or with no formal Ofsted designation to deliver T Levels from September 2023.
Background: T Levels were first introduced in 2020 and 2021, with a limited number of providers being eligible to deliver them. Only Ofsted Good and Outstanding providers were permitted to deliver T Levels in these initial years. However, the government has now decided to expand the eligibility criteria to allow more providers to deliver T Levels, in order to ensure that as many young people as possible can benefit from them.
Eligibility Criteria: The eligibility criteria for T Level delivery in 2023 are as follows:
Providers with an Ofsted Good or Outstanding rating will be eligible to deliver all planned T Levels in 2023.
Providers with a Requires Improvement Ofsted rating will be eligible to deliver T Levels that were introduced in 2020, 2021, and 2022.
Providers with an Inadequate Ofsted rating will be eligible to deliver T Levels that were introduced in 2020 and 2021.
Providers with no formal Ofsted designation will be eligible to deliver T Levels that were introduced in 2020, 2021, and 2022.
Providers who wish to deliver T Levels in 2023 must register online by 29 July 2022 in order to access support and receive upfront funding. Providers who have already registered to deliver T Levels in 2023 and are impacted by this change have until 16 September 2022 to notify the department of their intention to deliver additional T Levels. Providers who register after 29 July 2022 may not be able to access all of the support available and will not be able to access upfront funding.
The expansion of the eligibility criteria for T Level delivery is a positive step towards providing more young people with the opportunity to access technical education and training. Providers with a Requires Improvement Ofsted rating or with no formal Ofsted designation will now be able to deliver T Levels, allowing more young people to benefit from these new technical qualifications.
